Best free AI voice generator options for 2026: ElevenLabs, Gemini TTS, Fish Audio, TTSMaker and Kokoro. See free limits, voice quality and commercial use.

Quick answer: for the most realistic voices, use ElevenLabs Free (10,000 credits a month), but note it has no commercial license. For the most free usage, Gemini 3.8 Flash TTS in Google AI Studio is free of charge on the free tier. If you need free voiceovers you can use commercially, TTSMaker allows it on its free plan, and Kokoro-82M is Apache 2.0 open source. We checked every plan on the vendors’ own pages on October 26, 2026.

The question that decides your pick isn’t which voice sounds best. It’s where the audio is going. Listening to an article yourself is a different job from a YouTube voiceover or a paid ad, and most free plans draw the line exactly there.

Free AI voice generators compared by free allowance, commercial use and price

1. ElevenLabs: most realistic free voices

ElevenLabs is still the benchmark for natural, emotional speech, and its new Eleven v4 model pushes that further. The free plan gives 10,000 credits a month for text to speech, speech to text, sound effects, voice design and music, plus 3 projects in Studio.

The limit is the license. Commercial use, instant voice cloning and dubbing start on the Starter plan at $6 a month (ElevenLabs is showing $1 for the first month until November 1). Creator is $22 a month with 121,000 credits. Our ElevenLabs review covers the plans in detail, and Fish Audio vs ElevenLabs compares it with its closest rival.

2. Gemini TTS in Google AI Studio: most generous free tier

Google’s Gemini API pricing page lists Gemini 3.8 Flash TTS and the faster Flash-Lite TTS as free of charge on the free tier, for both input and output. You can try voices in Google AI Studio without a card, and developers can call the same models through the API.

Two catches. On the free tier, Google says your data is used to improve its products, so don’t paste anything private. And it’s built for developers and long scripts, not one-click voiceovers. The paid tier costs $0.50 per 1M text tokens in and $9 per 1M audio tokens out through December 31, 2026, about $0.00225 per 10 seconds of audio; both prices double on January 1, 2027.

3. Fish Audio: best free voice cloning

Fish Audio’s free tier gives 8,000 credits a month, up to 7 minutes of generation, up to 500 characters per generation and 3 public voice slots, with no card needed. It’s strong at cloning a voice from a short sample and at expressive, multi-speaker audio with its Drama 3 model.

Commercial use is listed on the Plus plan, which costs $15 a month, or $5.50 a month for the first year billed annually ($66) during Fish Audio’s current 50% off offer.

How to pick a free AI voice generator by use case

4. TTSMaker: best free voices for commercial videos

TTSMaker is a simple web tool with many languages and voice styles. The free plan allows 20,000 characters a week, and some voices, marked Unlimited, have no weekly cap. Per-conversion limits depend on the voice, from 200 to 20,000 characters. TTSMaker says you can download the audio for commercial use for free.

The voices are less natural than ElevenLabs, but for explainer videos, slides and social clips where you need rights more than realism, it’s the easiest free option.

5. Kokoro-82M: best free open-source voice generator

Kokoro is an open-weight text to speech model with 82 million parameters, released under the Apache 2.0 license. That means you can run it on your own computer or server, with no usage caps, and use it in commercial projects. It’s small enough to run fast without a big GPU, though you’ll need to be comfortable with Python or a community app.

Other open models worth a look are Ming-3-TTS, and for cheap hosted speech, Mistral’s Voxtral 3.

6. Speechify Free: best for listening, not voiceovers

Speechify is a reader: it reads PDFs, docs and web pages aloud. The free plan gives 10 basic voices at up to 1.5x speed, with text to speech features only. It’s handy for studying or proofreading, but it isn’t meant for producing voiceovers you publish.

Which free AI voice generator should you use?

  • Personal listening: Speechify Free or TTSMaker.
  • YouTube, ads or client work: TTSMaker or Kokoro free, or pay $6 for ElevenLabs Starter.
  • Most realistic voice: ElevenLabs Free, then Fish Audio.
  • Long scripts and apps: Gemini TTS in Google AI Studio.
